What the DT doesn't talk about are the intangibles of life in the UK. Like relationships, personal or otherwise. A still solid legal system in which for the moment (see comments by Tories and Reform) doesn't have judges selected by politicians.
London is a top cultural city.
And as a case study :- Guy Hands moved from the UK to Guernsey in the Channel Islands in April 2009 for tax reasons, though he later said he "deeply regrets" the move. He moved to escape high taxes and set up his company, Terra Firma, there. However, he stated that the move negatively impacted his business and his ability to maintain relationships in the UK.
We are talking about a tiny subset of the population who have 'family offices', need professional services and I would suggest if Russian are not keen on the idea of being given diving lessons from a 5th floor window.
Their cash will live elsewhere and their homes here are a weird mix of asset class and bolt hole. Oh, and status symbol.

Perhaps they are worried that they might have to change their address on their offshore accounts? I advised many in that area of London as a surveyor and doubt any will move unless they are more recent cash purchasers laundering their ill gotten gains.

Superb, honestly. You have no idea how hard I've laughed from beginning to end, especially as just before your post I came across the news that Ferrari has announced they'll be selling less cars to the UK as the non-doms are fleeing the country.
Another terrible blow for an already stretched minority who will have to fight for an scarce luxury resource. Oh well.
My least favourite parts of London are those places which are the focus of the Torygraph’s concern. They are devoid of life, of culture, of humanity. Your commentary on this is absolutely correct.
No one flinched very much when a mass exodus of pharma companies left the UK this year to move lock stock and barrel to the US after threats of ‘who knows what’ from Trump. Even Astra Zeneca a famed U.K. company left (a few companies have already returned because of the US situation). Top level students who have finished Masters degrees etc suddenly find themselves looking for new degree courses to change career. That was and is a minor disaster but got very little news when it happened and no coverage now. The U.K. is being depleted of good jobs in industry and swamped by mainly US Data centres that employ almost no staff and according to the markets could collapse at the end of the year just like the tech bubble did. If they do get up and running the toxic fumes etc (who knew Data centres were heavy pollutants and water guzzlers) will have to be dealt with. Great for parts of Wales where permission has been granted en mass. Where will the copious amounts of electricity etc come apart from plugging into the National Grid which is already having trouble coping. The magic small Nuclear reactors promised are nowhere to be seen. The U.K. must worry by the fabulously wealthy who may move out of the U.K. but might not, but not all the UK areas promised massive data centres with minimal jobs enormous water usage and guaranteed air pollution. Most newspapers are skewed and as mentioned are not even clean enough to hold the average persons chips.
