I once worked at a charity that relied a lot on volunteers. Good, motivated volunteers are a fantastic asset anywhere, but the ones who are there because they have to be just create more work for everyone else.
I'm not sure it's the right policy - are they saying that a working nurse has to also volunteer somewhere to prove their worth to society? I also think unless work gets done in the meantime to put in place the 'infrastructure' to match peoples skills with opportunities it's going to be very difficult to make it work.
Isn’t there also a danger that people fleeing an authoritarian state may have had trumped up criminal charges against them? As for volunteering, this is only for the better off migrant, isn’t it? Many will be more concerned with keeping a roof over their heads.
